Instructional
Consultation Teams (IC Teams) have been implemented
successfully in more than 175 schools across 7 states over the
past eighteen years. Beginning with the "Early Intervention
Project" in Connecticut in the mid-1980's, the IC concept
was introduced to address the over-representation of minority
students in special education programs in urban areas. An early
version of the teaming structure was subsequently implemented
in New York and Pennsylvania schools with success in increasing
student academic and behavioral achievement, reducing the overidentification
of students in special education and improving the quality of
teaching within the general education classroom. Since 1990, IC
Teams have been refined and implemented in school
districts throughout the states of Maryland, Virginia, Delaware, North Carolina, Michigan, Texas, and Nevada.
Currently there are over 175 schools partnered with the Lab for IC Teams, including 27 schools in 3 Maryland school districts, 27 schools in 9 Delaware school districts, 43 schools in 14 Virginia school districts, 62 schools in 24 Michigan school districts, 14 schools in 8 North Carolina school districts and 13 schools in 12 Nevada school districts. Through
our partnerships, often funded by school budgets or external grants,
we offer the training and technical support necessary to develop, implement, and evaluate
Instructional Consultation Teams in elementary or middle schools.
Typically,
schools will work with their district to create a vision and plan
